POP Series 1 (2004) kicked off the Pokémon Organized Play promo packs — 17-card sets handed out through leagues, tournaments, and events rather than sold in stores. Each two-card POP pack was a small reward with real chase potential, and sealed POP packs have become a scarce collectible in their own right.
